Matthew, who is Chair of the All-Party Parliamentary Group on Explosive Threats, has denounced Russia for the reported use of cluster munitions in Ukraine.
Amnesty International has reported that cluster bombs were used in northwestern Ukraine on Friday, killing three people, including a child.
Matthew said: "Reports from Ukraine of the use of cluster munitions by the Russians adds another layer of barbarity to Putin's aggression. Cluster munitions, like anti-personnel landmines have been banned by most civilised nations around the world.
"They cause terrible harm to victims, and far too often these are civilian victims.
"We call on Russian military leaders to seriously consider what they are being asked to do and think about the lasting humanitarian consequences of using such terrible weapons."
